NACAA President
Jill Miles is a Deputy Attorney General in the Consumer Protection and Antitrust Division of the West Virginia Attorney General's Office. She began her career in consumer protection as Assistant Attorney General in 1994. Two years later she was promoted to Deputy Attorney General and was charged with revamping and improving the Division. Her hard work paid off. Last year, as a result of hard work and dedication, the state and its citizens received nearly $52 million in refunds, debt cancellation, services, products and civil penalties. Jill has been involved with NACAA since she began her position with the Attorney General and has served on the board and as vice president for the conference, a job requiring extensive knowledge of consumer problems and trends as well as management skills. Jill is a graduate of the West Virginia University College of Law. She and her husband have 14 year-old twins.

Vice President
Jeff Hill
is the Senior Counsel in the Tennessee Attorney General’s Office, where he also serves as the head of the Consumer Protection Section of the Consumer Advocate Division. He joined the office after receiving his J.D. from the University of Tennessee College of Law in 1994. In addition to working in all areas of consumer protection, Jeff handles matters regarding the unauthorized practice of law charitable solicitation and Qui Tam actions on behalf of the state. Jeff supervises all civil investigations and prosecutions of potential violations of the Tennessee Consumer Protection and the Unauthorized Practice of Law statutes for the State of Tennessee. This office has been active in NACAA for many years, so when an at-large seat on the NBACAA board became available in 2004, Jeff immediately expressed a desire to serve. He has since served as Treasurer.

Secretary / Treasurer
Jim Rabbitt
is the Director of the Bureau of Consumer Protection at the Wisconsin Department of Agriculture, Trade and Consumer Protection where he directs the work of four offices across the state. A twenty-year career in sales management and manufacturing was the perfect training ground for his responsibilities in consumer protection. He has co-authored consumer protection laws regulating auto repair, telephone and cable television sales, and door-to-door and mail order sales. He produces the state’s “top ten” list of consumer complaints. Most recently, Jim was in charge of writing the rules that enabling Wisconsin’s No-Call program. He is currently developing an Office of Privacy Protection to address issues around identity theft and privacy. Jim loves touring Wisconsin on his Harley in his spare time.

Bev Augustine
, is Deputy Director of the Consumer and Community Relations Division at the California Department of Consumer Affairs. In this capacity, she oversees DCA’s Consumer Information Center, which responds to 1 million phone calls, letters, and e-mails from consumers and licensees each year; the consumer Complaint Mediation Program; the development and printing of DCA’s 200+ consumer publications; and consumer outreach. Bev has worked at DCA almost continually since 1986, when she began her career there as a Graduate Student Assistant. She holds a Master’s Degree in English from San Francisco State University.

Kathleen Baker
is Director of Consumer Services for the Consumer Protection Division of the Washington State Attorney General’s Office. Kathleen is responsible for the management of the office’s five consumer resource centers throughout the state of Washington, which employ 14 staff and 60 volunteers. She has been with the State of Washington for 7 years, and prior to joining the Attorney General’s Office Kathleen worked as a legal administrator for private sector law firms for 17 years. She is devoted to consumer education and public services and is passionate about educating consumers in prevention of fraud, identity theft and scams. She is a Seattle native and she and her husband spend their summer racing their hydroplanes and enjoying the great Pacific Northwest.

Carlos Morales
began his career in consumer protection as a Consumer Investigator with the Orange County, Florida, Consumer Fraud Unit in 1989. Following his promotion to Supervisor in 1997, he immediately joined NACAA and has been an active member ever since. Carlos is a fierce fighter for consumer rights and a true advocate in matters that involve minorities, senior citizens, and construction related issues before, during, and after a disaster. Carlos holds a Bachelors Degree in Business Administration from the Inter-American University in San Juan, Puerto Rico, as well as completing Basic Law Enforcement Officer Training at Seminole Community College in Sanford, FL. A graduate of the Florida State University’s Certified Public Managers Course, Carlos is also a Retired Army Reserve Officer and Ex Police Officer. He is member of the Orange County Commission on Aging, the Central Florida Fraud and Forgery Unit, the National Association of Bunco Investigators (NABI) and the National Association of Consumer Protection Investigators (NACPI). Carlos and his wife Rosemary have three children.

Bill Cloud
believes that NACAA's greatest strength is its members' ability to network and to share concerns and creative ideas and solutions that can be adapted into positive solutions. Currently the Director of Administration and External Affairs for the Governor’s Office of Consumer Affairs in Georgia, Bill began his government career in 1974 and has worked with six governors during his tenure. In addition to attending NACAA conferences since 1982, Bill has also worked directly for two past presidents of NACAA, Tim Ryles and Barry Reid. Bill was responsible for hosting the 1987 conference in Atlanta that concentrated on deceptive advertising. A graduate of Emory University, Bill received a Masters of Education from Georgia State University. Bill and his wife Jeri have two sons and enjoy travel.

Diana Sarber
iis the Chief of Financial, Relocation and Community Services and serves as the installation Army Emergency Relief Officer at Fort Gordon, Georgia. Her years as a military spouse gave her experience and perspective on the unique consumer problems that the members of the military and their families face. Diane develops and supervises the financial readiness education program, and assists military personnel and their families in transition. She was awarded the accredited financial counselor designation in 1998. Diane serves on the board of the American Red Cross in Augusta and previously served on the Augusta Consumer Credit Counseling Board. She was appointed to the NACAA Board in November 2005. Diane and her husband have four children and four grandchildren.

Cynthia Sich is the first Director of the Summit County Office of Consumer Affairs located in Akron, Ohio. It is the first county consumer affairs office created in the State of Ohio. The office celebrated its first year in service on July 25, 2006. The office enforces and educates consumers and businesses regarding consumer laws relating to unfair, deceptive or unconscionable business practices, and predatory mortgage lending practices. Cynthia's career in consumer protection enforcement and education began in 1989 with the Arizona Attorney General's Office of Consumer Protection & Advocacy Section in Tucson, Arizona. In 2001, she relocated to Wisconsin and managed the Bureau of Consumer Protection Green Bay Regional Office with the Wisconsin Department of Agriculture, Trade & Consumer Protection covering 27 northeastern counties. Cynthia believes networking and sharing information is vital to those working in the field of consumer protection and upon her appointment as Director joined NACAA. In addition, she has served as past president of the North American Consumer Protection Investigators and is a current member. A graduate of the University of Arizona, Cynthia received her Master Certificate in Gerontology and Bachelors degree in Political Science. She also earned her Associates degree in Legal Assistant Studies from Pima Community College. Cynthia is fortunate to have returned home and travels often to visit many friends and professional colleagues nationwide.

Executive Director
Elizabeth Owen
became the Executive Director of NACAA in the fall of 2003. She has been a member of NACAA since 1987, when she was Director of the Tennessee Division of Consumer Affairs, where she oversaw a staff of 20 and coordinated her work with the State Attorney General as well as a number of federal agencies. During her nine-year tenure, she lobbied State government for better consumer protection laws, made presentations across the state, and served as media spokesperson. Elizabeth's successful career as the top consumer expert for the state led to an opportunity with the CBS affiliate in Nashville where she became its consumer reporter, a first for the top-rated station. For the next six years, viewers depended on her for the latest in consumer protection advice, product recalls and scam prevention. In 2001, Elizabeth formed her own consulting company to advise business clients on consumer negotiation strategies, how to handle consumer complaints and manage business crises, as well as deal with the media. She also took on an adjunct professorship, teaching senior level consumer economics.
